Local communities in Surin, Thailand traditionally raised, trained, and lived with elephants, kept primarily as working animals, and were supported by the government. In Surin, elephants were not used for tourism as they have been in Chiangmai. They’ve had the chance to live in freedom even prior to such organizations as "Save Elephant Foundation" or “Surin Project" being in place.
